Operators face a recurring CRM compliance question: when does a SCADA/control room change trigger point-to-point checkout, and when is SCADA-only point verification sufficient? This panel compares operator interpretations of PHMSA CRM requirements across gas and hazardous liquid pipelines (49 CFR 192.631(c)(2) and 195.446(c)(2)), using real examples from HMI edits to alarms, logic, comms changes, and SCADA migrations.
